Is it barely possible that we are only hearing the part about telling the employees to not answer, but there's more to the story? Maybe the memos from Kash and Gabbard and so on telling their employees not to answer is what they were supposed to do? None of the not-so-top secret agency types are being told to not answer that I know of.

I don't think that os what happened. I think they circumventing people saying too much. The purpose of the emails is not to see who is at their desk but to find out who is not. If the average employee feared for their job they could easily say too much. Likely these people you think are acting against trump got permission to approach this a different way. New agency heads are in a tough position: how do you command authority if you don't defend your people from what they perceive as abuse? You have to put up some sort of a shield even if it eventually gets whittled down to nothing.

Those emails were to expose how many fake employees there are collecting. By telling the people not to respond it clouds the count. Still, it was refreshing to see just how many people in the bureaucracy shied away from doing any actual real work, all b cause of a little comment that was certainly justified. If I was a Dept Head, I'd have a team combing the social media sites right now for posts complaining about working and then haul them in for a little chat. And I'd have my subordinate managers and supervisors combing through their subordinate's performance reviews. Anyone with less than stellar reviews would be getting an email from me putting them on notice and requiring exactly what Musk proposed.
I can't say I really understand it, but there are still ways to get these no-show workers. Non- existent workers, and lazy salary collectors off the payroll. No, actually you can't---not to someone who is not cleared, does not have a certified need to know and to do so over an insecure communication mode. In some cases, you can't even confirm where you are, or are prohibited from cellphone access. Tulsi and Kash have a very highly polished understanding of how to handle classified work. If anything, it is a rap on the knuckles for Elon, and a reminder to Trump that massive stunts are dangerous if they are not coordinated with all the key actors. The U.S. government has about 3 million employees...more than any of the 16 smallest states. It is not just the workers in the District of Columbia.

The e-mail thing was a clever stunt that ran into the reality of not being quite as clever as first thought. "These people" prevented a debacle. March is not that far away and it well could be that some planning and coordination is in order before the list is made public. You have convinced yourself that arrests could rain down like hail on day one---but that's just you. Trump barely has a full cabinet to work with, a month after inauguration. You don't like being patient? You don't have to like it. But being impatient does nothing to speed things up. Which do you want? A careful heart surgery which takes time, or a speedy heart surgery? (I had that choice and I picked the careful one.)
