99 percent of the cost of a chip is in the capital equipment to make the chips. Cost of silicon and labor cost is irrelevant. Making chips in China/Taiwan is only cheaper due to government subsidies and tax laws. China has been trying to capture the semiconductor market for years.

20some years ago, SF put a program in place to pay homeless people a stipend of ~$400/month. City officials were astounded when 3 months later the number of homeless people in SF had doubled! Guess they don't understand the phrase you get what you pay for.
