OK, so where are the dog handlers for these canines and how come they haven't spoken up yet if indeed they were told the dogs would be loaded and weren't? These handlers and their dogs have bonds that are impossible to break. Who took this picture and are there actually dogs in the cages?
I think that tweet was exaggerating. All I could find was at the bottom of page 7 here and it's $2M total, not each.
