Yeah, regardless of which code page or antiquated system I throw it in, I keep coming up with non-printables.
I tried a shift (like "Q" or x45) but the range is just to great for printable characters.
Maybe a sliding window slider? I dont think this is standard tech encoding. Where's our ex-spooks at?

Assuming binary with China = 1, Lock = 0, and UTF-16 encoding (16 bits for each line in the image), we get 3 chinese characters meaning:' sacrifice'
For some reason on my end, I'm getting "Yin" or "female sacrifice"
if the pad lock is a DASH and the flag is a DOT
the last 4 = DASH DASH DOT DASH = Q
Done the hard work anyone care to fill in the rest ?
An autist at 4chan may have figured it out. If you assume binary and UTF-16 encoding, you get "sacrifice" in Chinese.
