The “hunt” is in reference to the search for the sub, first by the Russians, then by the Americans. Jack Ryan, who’s a clowns in America analyst, thinks the captain is going to defect (not many believe him—except his boss, who gets him on a submarine whose radar operator has been able to track the Red October, despite its super-secret propulsion method. The defection is arranged. Lots of action takes place before it actually happens as everyone is still hunting.
Tom Clancy’s depiction of the clowns as mostly heroes has shaped a lot of people. It’s too bad he died of a heart attack. Wonder if it was natural.
what would stop someone in a submarine from going out to sea and meeting up with an evergreen shipping container vessel out in international waters... or even moored off shore waiting for their turn at the loading dock.

I am highly doubtful of any actual submarines - miniature or otherwise in Finger Lakes or any other inland lakes.
