I compare it to the US Marine's siege on Fallujah in Iraq. Their tactic involved surrounding the city, then feigning a siege. They'd charge then abruptly stop and turn back. They did that randomly over the course of weeks. After a while, the enemy became desensitized, let down their guard, and got clobbered by the real siege.
That's what I think has been happening with these audits delays.

All the voters that complained about how their vote had already been cast for them. Is this why everyone seemed to give up/in?
