Without knowing anything more about it than this tweet, I would theorize that the research intent was trying todo basic research about fear and what that specific brain structure has to do with regulating the fear response. The positive possibility of the research might be to discover treatments for people afflicted with debilitating phobias.

Certainly a valid reaction and you may be right. On the other hand some very important research has been done on animal models. Could it have been done another way? Maybe, I don't know.
I wrote a paper in college about memory, and a major source of information was based on research done using a particularly gigantic sea snail. The researcher had to surgically extract some "brain" structures from this snail to make breakthroughs in understanding how the snail formed memories. Not a good outcome for the snail. But wouldn't you agree that understanding how animal brains create and store memories is valuable research? Is it worth the lives of some snails?
