In later "live" but in the main not archived comments about those extrapolated vote totals based on analysis of the PCAPs, he explains that "lawyers" have limited what information from the packet captured data has been provided for public review for both national security and privacy issues.

On 08 November 2021 on The Lindell Report, Mike Lindell during the Question & Answer segment, Lindell informs a caller that the PCAP data is not / not a part of the lawsuit that he is assisting State Attornys Generals to bring to the Supreme Court. He informs the caller (something he has been repeating more and more in the last few interviews on this subject) that the information that forms the basis for the State A.G. vs The United States over election fraud is the information that has been collected by the individual grass roots and the Lindell supported organized actions to gather the information for the A.G.s in their individual states. Significant in this material is the information that has been provided by whistle blowers in those States, that have come forward as a result of and after the presentations at the Cyber Symposium in August 2021.
He then further explains that the PCAP data (collected over 02 November through 04 November 2020 / also from the Dee interview of Dr. Frank) will be turned over to the appropriate U.S. Government authorities in accordance with the guidance provided under The Cyber Security Act of 2015.
Apparently, this is how whoever actually collected the PCAP data, and Mike Lindell, and his teams of cyber security and intelligence analysts, CYA by having hacked election data.
The Mike Lindell August Cyber Symposium was a honey trap and the whole Tina Peters, Elections Clerk of Mesa County, Colorado, was a staged side show of a side show of the honey trap.

Shiva: So, for every state, you take, we take the number actually reported by the media, how much Trump got, how much Biden got. Okay? So, you get a percentage, Okay? I thought he explained it pretty well - he needs the AGs to agree to look at what they want to file with the Supreme Court and sign on to it on behalf of their States. That way, as I understood it, it is backed by the 26 Republican States and they have a better shot at getting the SC to hear it. So he wants Patriots to politely and peaceably request that the AGs agree to look at what they’ve got. He doesn’t want anybody to go in aggressively - just request their cooperation to review the case they’ve put together. Apparently, this is how whoever actually collected the PCAP data, and Mike Lindell, and his teams of cyber security and intelligence analysts, CYA by having hacked election data.

In columns F and G we simply calculated the percentages. Okay?
So, according to the Cyber Symposium by way of example in Alabama, Trump would have got 67%, and in, according to what was reported it was 62.991 % and so on. So if you go to the next slide you'll see that we've done that calculation all the way down. Now we go to slide number two. And we've done that, oh... that's the first slide... next slide... next slide. So, we've done that calculation, slide one, were on slide two guys... yeah... slide two is just numbers... at the bottom of that slide what you'll find is that the difference between what the Cyber Symposium ... hold right there, hold right there... what the Cyber Symposium reported, the one where it says 4.2% at the bottom... guys... hold it right there. Bring that up. So, if you look at every state, Steve, and you look at every state the difference between the Cyber Symposium reported numbers and the reported numbers by the official number is..., guess what it is? 4.2%. Let me repeat what I'm saying. Simple math. Every state was subtracted by 4.2%. 42, if you remember the 'Hitchhiker's Guide To The Galaxy', the computer runs for 72. million...
Bannon: Yeah, Yeah, walk people through it real quickly. How do you get that calculation again?
Shiva: So, for every state, you take, we take the number actually reported by the media, how much Trump got, how much Biden got. Okay? So, you get a percentage, Okay? That's in, the, ah, in the first, ah, that's in column H. Okay? Everyone following? Column H is the number that was actually... I'm sorry, column G is actually the number that was reported by the news media. Okay? Column F is the number that was reported... to use the number that was reported by the Cyber Symposium. So the difference, if you simply take the difference between what the Cyber Symposium reported, for every state, and what the news media reported, its 4.2%.

So my conclusion on this is something very simple: either this whole thing is a hoax, disinformation to try to actually take away the real substantive issues of election fraud like ballot images, et cetera. Or that there's a bunch of nerds out there who simply said "we're gonna just subtract votes by 4.2%" That's what the difference is. IMO Byrne, Lindell, Powell and Wood were all stopped early on from pursuing the exposure of the fraud because Trump needed the fraud to be shown to the American people so we take steps to correct it for future elections. I thought he explained it pretty well - he needs the AGs to agree to look at what they want to file with the Supreme Court and sign on to it on behalf of their States. That way, as I understood it, it is backed by the 26 Republican States and they have a better shot at getting the SC to hear it. So he wants Patriots to politely and peaceably request that the AGs agree to look at what they’ve got. He doesn’t want anybody to go in aggressively - just request their cooperation to review the case they’ve put together. I don’t live in any of those States, but I have Patriot family members in Kansas (my cousin’s husband is a Vietnam Vet) and I sent the info to them. I’m sure they’ll make a call in support.
