My MIL does this in MD. She knows that Democrats have no chance of winning in her district, so she's registered as a Republican (She's far left, btw,) in order to vote against the Republican she dislikes the most.
It's actually a pretty common thing to do in states where you have to declare your party to cast your vote. Voters in the minority will register as the opposite party in order to, well, sabotage, the other party's election.
As a side note, this is the reason I don't pay much attention to which party bad actors are registered to vote. There are too many scenarios like those I mentioned above to trust people are telling the truth when registering to vote. 🤷♀️
