Very likely, it's summer, they overheat, and right around the dam there are lots of them. They do make quite a bang, even the little 5 gallon size on power poles.
They have warning systems setup, most likely software driven, to shut off something if it's overheating.
From the article I linked, it can be related to electricity overflow and if not shutoff quickly it'll 'splode.
I live in an older neighborhood. My house always had real AC but all around me everyone had swamp coolers. Every year a few more people would move up to AC and the first time the temp went over 110 the nearest pole transformer would blow up because the AC takes so much more power, then the whole block would be without electricity. Scared me the first couple of times I heard it, like a big skyrocket only down close. Eventually all the old transformers were replaced and it doesn't happen so often anymore. A hospital near me, also built in the 50s, had all their transformers in a little building to the side of the main hospital. One summer a transformer blew up and started a fire which cause all the other transformers to blow up, it was a real disaster but fortunately no one was hurt. However, the hospital had to be evacuated, about 200 patients, no elevators, ICU on the top floor so the patients with machine support had to be carried down steps and manually ventilated, or whatever. A real miracle everyone got out without incident.
Oh yes. Swamp coolers are the inexpensive way to cool a living space.
I admire the increased efficiency. I had one growing up in Arizona. Their only flaw was they cool by moistening the air. June/July is monsoon season, when much of Arizona gets its annual allotment of rain all at once. This increases the humidity, rendering swamp coolers ineffective during the part of the year you most care to run them.
I didn't realize until recently that before air conditioning was a common thing, in the 1960s my mom use to cool the house using box fans. This was in the Midwest and on hot humid days she'd close all the windows and pull the drapes closed. If it wasn't for the humidity in the air I don't think it would have worked. It acted like a swamp cooler in a way.
Except when have you heard this ever before with the Hoover dam. I've been to the Hoover dam and despite the arid desert environment, inside the dam is at a constant cooler temperature. The Hoover dam is kept like a pristine museum. The upkeep on it is very impressive. In all my years I don't recall any problems like this.
Those Depression era projects are well engineered and constructed. I haven't been on it since the new road was opened. The dam was a major bottleneck in getting to Las Vegas, the worst part of US 60, which was one of the most dangerous roads in AZ. There have always been many, many eyes on everything around there. There are sniper positions, I think. And off the road for miles around, the land is extremely rock and hostile, not exactly a place where you could get away with much.

A blown transformer wouldn't smoke up like that. Might be an accident but that's not the truth
Those transformers are very large, oil filled transformers. So when one overheats and explodes, it would create lots of black smoke.

What are the chances that the dam gets taken offline? During the hottest part of the year, when demand for electricity is at its highest?
As supertootsday mentions, the water level in the dam is at or just about below the minimum needed for the intake for power generation. The output of the dam is above normal from the youtube reports I have seen, cannot validate though. I have never seen the dam this low. It's right on the edge of what they call a "deadpool" It's like California a year or so ago, had record snows and the water reserves were well above normal and drought would have been over but the released all of the water.

The water level is below minimum. The dam has been running on fumes. IIRC, there are only 3-5 operational turbines out of the 20 or so and they are only functional because they were modified to run at low water levels. Physics is catching up and I guarantee there will be more booms and failures at the dam. Taking in to account Q drops, I strongly believe this is what is meant by, double meanings exist and it's going to be a hot summer followed by Red October. Less than 70 days now.

Using comms for decode, you interpret it as the dam is to prevent the release of information. Then again I would assume that the dam has to go in some way or form for information to be released.

It would take a LOT of explosives to breach that damn in any means that would be a thread downstream. BUT, if you look at the levels, the dam is so low right now, it's barely able to intake water for power generation.
What states does the dam provide power to? Sounds like things could get crazy if it gets below intake levels.
About 50% of the power produced at Hoover Dam still goes to California. Nevada gets about 22% and Arizona gets 20%
So Cali would be in a world of hurt if this thing shut down is what it sounds like
It would take a really big bomb to breach the dam, like a nuke, and the most casualties would be Chinese tourists because it is about 115 there right now and no one from the states around it would go there, we rejoiced when the highway was diverted. The main loss would be electricity to Las Vegas and LA. Not like 3 Gorges at all.
Not to be a sign of disrespect, but have we ever thought to consider that sometimes things like this are not meant to be a sign of anything? I think the greatest mark of intellect is being able to sift through what is important for progress and what is set up as distraction.. it takes a lot of patience and good instinct. I'm not the best at it, but I am concerned how some get into the mindset that something always has a meaning, and then trying to tie it to something that it might not have any relationship to. It becomes the antithesis to what I believe GA is about, and even worse than just not knowing anything at all in some cases. I think the opposite is trying to be taught by the GA a lot of the time; that sometimes it may have some meaning but it's not meant to be an indicator of anything, and this may be a good example of that. We can't focus too hard or we exhaust ourselves and then will really miss the info we need to pay attention to because we followed a rabbit hole that didn't go anywhere. I don't mean any harm at all.. just hope that we can stay focused on the right things

There's been a lot of speculation and predictive programming theories about the hoover dam bursting open. It's been a target for quite some time. I'm guessing whatever was planned may have failed but we don't know unless they start evacuating or it just bursts and floods
