Putin would rightly regard that as a national security favor, whatever he may otherwise think about Snowden or Snowden's motives. Giving him safe harbor in the present environment is in the spirit of returning a favor. No more debt. Keep your nose clean. It is at a level that does not even cohere with the larger battle.
