And as experts in criminal behavior, and criminal law, how could they ever be convicted of their various crimes UNLESS there are perpetrators, and probably would need more than one, within their own agency who would testify against them, but then, again, without the physical evidence, it would amount the the he said/she said kind of thing, and a jury would conclude there are "reasonable doubts".

The next step is for the federal judge to rule contempt of court and send out an warrant order to the US Marshall office for the immediate apprehension of the FBI leader and those responsible for producing the documents. Provide jail time until the documents are produced. If required the Federal judge ought to go up the chain with warrants until the documents are produced.
I hope after November 8th the Republicans grow a set and start dismantling these corrupt 3 letter agencies. They put them in place with a pen and can remove them just as easy!
