sure seems strange to have the police making calls on what to do, shouldn't it have been a hazmat response team.
along with immediate quarantine and closure of a anticipated area based on amount of material, type and contamination spread models. A HAZMAT team should have been completely involved in this, if it wasnt this is levels of unspeakable negligence, or intended.

What qualifies a fire officer to predict chemical toxicity and dispersal of toxic clouds via weather systems.
If they are a hazmat unit they should have training and access to documentation, materials, testing equipment and other resource to figure out what to do before they make things worse. Probably not the team who was on scene.
Maybe not if your police department is being paid by the government to release toxins into a red state. How many bonuses will the police get for this? If this is what it appears, you are, serious as a heart attack, right about that. Localize extinction level event (ELE) . I dont trust general populace dumbed down reporting usually, so it seems details of this event are still unknown. But if this was burned in a transportable state of Polyvynyl Chloride and then exposed to water sources people need to get the fuck away ASAP
