I enjoy how someone that's a "fall risk" climbs the stairs with a cell phone in his hand. That's also a very feeble salute... but more to the point is WHO is Biden saluting? and WHY?
The salute is reserved for people under arms, in uniform. People out of uniform are not permitted to salute. It is a breach of protocol. As commander in chief, Biden should know this.
There have been lots of protocol mistakes over the years. Still exactly who would Biden salute?
Occasionally I can't help but think they tapped Jim Carrey for some of these comedy roles. Dude has been noticeably absent since SNL days and some of these moments are just hilarious, the things he does or says.

The top half of Biden's outfit is neatly pressed suit, but the pants are a poorly fitted wrinkled mess. The right leg doesn't even look human. Left leg looks strange between knee and foot. Is this a really bad Photoshop job?
The lighting makes it look like it's not a suit, but rather separates. It's possible that his coat is tailored, but his pants -- which can be difficult for some people, I know this well -- are not.
Possibly due to making a mess in the pants he was supposed to wear.
I think I remember this was addressed a while back on here - something about some special pants for feeble or demented people so someone else can hold him up? I also remember that one picture where he had his pants on backwards - the pockets faced the wrong way. I guess pants are hard.

Ah, I noticed this as well. I believe the strangeness of the right leg to be an optical illusion. It appears his right foot is placed behind him, toe on the ground and heel facing upward, while his left leg is closer to the camera. Almost like he spun on his heel to give the 'salute' to the camera (i'm surprised that didn't make him dizzy, KEK).
As to WHY the pants are wrinkled and look weird... Given reflection and highlights, they appear to be made of a different material. Polyester or silk pants, vs a wool suit coat? Maybe POTATUS mixes and matches, who knows. The pants are quite long, the cuff rests nearly at or below the sole of the shoe - not unheard of from a style standpoint (John T. Malloy would be proud) but certainly a tripping hazard for the old bastard.
Final thoughts: if you look closely at the pants, you can see the out-line of skinny old-man legs. This is more obvious on the thigh of his right leg, but also on the shin of his left. It looks like the pants are too big (or Biden's lost weight) and the pants are being worn too low. Also, notice on his left leg near the shin, the pants seem to 'wrap around' to his left - almost as if the fabric is sticking to itself, forming a funny wedge.
My final, non-conspiracy guess?
Biden has a bad case of 'Static Cling'.
Either that or obvious Reptilian with reverse-bipedal-leg-joints. :D :D
