A lot of that information is publicly available. All they did was have systems built to scrape, organize, and link that data together. US IP address blocks are known and MAC address databases by vendor are also easy to find. You can geo-locate most IP addresses.
The cellular data gets more tricky, but 3rd party apps tracking your info sell that data. That's partly how 2000 mules collected their data.
They say "digital ID of every mobile device/computer in the U.S." which is essentially impossible unless they have direct access to things like Microsoft's operating system, as a motherboard has the identifier for the device -- and not only is this not always connected to the internet, you could just as easily have ordered from a foreign seller.
This is a huge claim that is not possible to have any actual validity. This is like NCIS technobabble.

FWIW, I believe many months ago one of the EFF-BEE-EYE whistleblowers said on a Bongino podcast that he personally worked this case and said they electronically tracked this guy (by cellphone) from DC to Virginia and got him using his rail pass as he went home that night. At the VA rail station they then pulled CCTV footage of him getting into his car (with license plate) to drive home. The Whistleblower said that he sat on the guy’s house for a couple-few days and then asked leadership if he could have a “talk” with the suspect. Once word about the suspect filtered upwards within the Bureau, that Agent was pulled off the case and that investigation was closed.
The Whistleblower says the suspect is a retired USAF E-9 and is/was a government contractor.
Hand the info to O'Keefe's OMG. What has to happen here is to dox the guy -- put out his phone #, his license plate, his Rail pass, his name, his face -- all of it. If this poster genuinely has it, let OMG vet it. If it al adds up, bust the guy. Make him sing. Dig deeper into associates

I am sure it's true that every public IP in the world is continually scanned by bots. My domestic router's logging function is not that great but a server I rent in France shows all sorts of stuff in the logs. Port 22 gets hit non-stop looking for a way into ssh, and other higher ports get scanned looking for vulnerabilities in popular web apps.
There is nothing you can do about those except block them but my point was more that the original sauce claimed that they had "indexed and archived every IP address in the world" implying that they had secret hackerz powers actually to break in and collect data from those IPs, which I doubt.

Have you ever looked at your router's log to see if your IP address is being accessed by unknowns?
I have a fixed IP address and someone or other tries to access my network about once a minute!
