Honestly, I'm not a fan. There's something off about the footage you posted here ( not just this one). Watched it each time and it kind of gave me the creeps. There's no dialogue in these clips either, but I doubt AI is capable of that (for now).

And then it makes more sense to use it for an “artist’s rendering”.

It has lots of interesting features. I like the UN logo in the teardrop shape, and some of the concrete monuments. At 0:50 or so there's a bicyclist who is out of scale compared to the soldiers. And disappearing soldiers in cages, somewhere in the middle, is surrealist. The indistinct language on the back of the uniforms is interesting.
It's all rather dystopian and apocalyptic though. If I think of good meme material, I'll let you know.

IOW, OP: You need a script. Images are one thing but you need a tight, clear story to go with them.
