A Governor from a state can't change the rules all willy nilly just because they feel like it. They can't do it even if there is a pandemic that could make it difficult getting to the polls. That action by a governor is illegal. They don't have the power. It's the legislature that vote on election laws, not the governor, not the Secretary of State.
