I think it has to do with the cost of processing the person. The cost of everyone involved with arresting them, paperwork, prosecution, a trial, potentially putting them in jail, etc etc. Really expensive for a box-set of dvds.

How about charge them with everything possible. Mail fraud, tresspassing, criminal tresspassing, theft, and anything else you can come up with. See how long it keeps happening when someone steals a toaster and gets 30 years in prison.
Because it cost tax payers over 100k a year minimum per prisoner. I'm not disagreeing with you but that's 3 million dollars that could go towards something better. Losing gun rights, voting and never being hired for a good job is at least a start.
Does this law also require Police to actually investigate these crimes? Because when my grandparents house in a big Democrat city was broken into after they had moved into a senior living facility the Police basically showed up, said "yup, someone broke in by kicking in the front door. Check the windows to make sure they're locked because sometimes the thieves like to leave a window unlocked so they can come back later more easily."
And then told me how I can get the report. Total time on site about 5 minutes. They collected zero forensics (hey, maybe that shoe print on the door might be useful) and did nothing that would have helped them figure out who did this short of asking if I could identify anything specific they stole in case it showed up at a pawn shop.
I had to ask them to check the basement and the attic to make sure the thieves actually left. I ended up calling a friend with a German shepherd to assist me with that because the Police had about the level of enthusiasm and engagement as Barbie with math homework.
Lot of porch pirates caught on doorbell cameras, police could easily collect enough evidence on that front to nail someone. Nobody who is willing to steal a package only does it once.
All the judge or perp needs to do is claim the manufacturing cost to make said product is less than 40 dollars.

I live in the burbs of a major city. I have been robbed many times here. I have cameras, get license plates, two fellas with hand guns broke into the truck to steal stuff in the truck.
Police do nothing… sure I call them and make a report and give them the license plates and videos but nothing ever gets returned and if I want anything I have fill out paperwork and claim insurance and prove somehow everything THEY stole.
One of my neighbors straight up said even if he seen them doing that he would do nothing about. He would watch and possibly call the police.
See I am not mad. It sucks. But to put in a law for 40 dollars? That is just as nonsense too.
Only when people have to, they do. This last time they broke the window and I still have glass sloshing around inside the door….
What they tell me essentially is, it is my fault that I was robbed. Yep. That’s called law enforcement. The same police sit at the end of the road when all are going to work and look to pull people over to give them tickets.
So we get robbed in the night and also robbed going to work.
Something does have to change but it will take regular people with a backbone. Until then all those like me can do is try and not become one who goes to jail for something that should not be happening to begin with. :)
Just last week we ordered a new phone. A 15 pro. FedEx driver on camera walks up to the porch and puts the phone on the ground. Takes a picture of the left wall and posts that to the shipping number, sits in his fed ex truck texting someone, drives off and just as he is out of sight of the camera a BMW rolls down with 2 people and a woman gets out and picks up the 15 pro.
Sent all the video to police. Called fedex and sent them video…..
You know what happened? Nothing. Turns out according to fedex that the package was delivered and it should be home owners insurance that should take care of it because fedex delivered the package.
The cell phone provider was worthless too… about a week later we finally get a call from a competent cell phone person who said fedex was told they have to get signatures so they credited the cost of the phone back to me.
Do not misunderstand me. I believe they will all reap what they sown but for now they have a huge scam going on and it is weird. Almost like possession or major organization.
Still nothing the police will do but give out tickets. Pretty sad but police are essentially already useless. Some here are in law enforcement and I love law enforcement when done correctly. However LEO’s have become cowards.. very sad. Can they wake up too? I believe so.

I was originally thinking of moving to FL but some of the insurance is high there. Then I am not comfortable with who will win the Governoship next. It could very well be a screaming liberal.
