For example, if I pay in $20,000 into an insurance company and then they change a part of their coverage to exclude...say... A city hydrant breaking and flooding my home.
There absolutely should be a legal obligation there if it happens, otherwise I've burned $20K and they got to walk away with it.
You are purchasing their insurance coverage for the period of ONE year. The money you pay in for ONE year does not cover TOTAL COST for the rebuilding of your house. If other people who had fires & filed claims they keep their promise and pay out with the money you and others paid in for the year who didn’t have fires & claims. That premium you pay purchases a coverage period. It’s not a savings plan. Even if you were with a company for 30 years all the premiums you paid in would NOT purchase you the rebuilding of the same house. Do the math.
Refer to the terms of your insurance contract. Governments are responsible for public services & their failures. Many State & local gov’t are too political. Providing basic public services isn’t glamorous or gets the votes! Public Services ARE NOT climate change, Ukraine, DEI, abortion rights, or illegal immigrants! What we are witnessing in California is a DERELICTION OF DUTY of elected employees to provide basic services & be sound stewards of the people’s moneys.
We are not all gonna agree with each other. I worked in health insurance before Gov’t screwed it up. Know a lot of people in property & casualty. Good souls. I do not discount some of the negative experiences you mentioned. I think we can find rotten eggs in all industries. Look how rotten the Rockefeller medical/pharmaceutical system is.

Even when you are within the terms, they explicitly do everything they can to avoid paying out.
We had a terrible storm for example not long ago, and someone had a tree -- a healthy tree -- slam down and damage their roof.
It took 5 months for the insurance company to pay out, while their other costs kept rising because they were unable to fix their roof.
It's not just when an entire house is destroyed that insurance companies are bullshit. It's even when it's as cheap as an $8K bill.
