The only power lawmakers in Congress have over that, is whether to fund his agencies or not. But he is under zero legal obligation to maintain an agency simply because Congress has agreed to fund it. Congress has the power of the purse, but they do not get to decide how the President wields his co-equal power with them---only if they will fund whatever he decides to do.
So you can make "laws" until you're blue in the face that everyone in your little club can all agree, for the sake of nobody ever getting fired, to abide by, but those "laws" have no actual power over whether the Executive Branch chooses to keep your department or not, and you'll see just how flimsy these "laws" that you think should protect people in that sector are soon enough. The rubber has hit the road. The President has called the bluff of former presidents, Congress, and the NGO's alike. I appreciate your measured response. Here’s where I think people are at, and I agree: it’s become a behemoth. Are there good people there doing a good job in many cases? I’m sure there are. The question though is whether their job, and how well they perform it, is really a necessary function of government or not.
Now maybe we find that it is, and we need them back. Ok, bring them back. But look at what the exercise is showing us: it’s not just a question of whether the jobs themselves are necessary and whether they are being performed properly…there are TRILLIONS of dollars going to RIDICULOUS people, places, and things, and in some cases simply disappearing altogether without an answer to where it went.
With all due respect to any competent patriots doing their totally necessary jobs well in one of these agencies, but to hell with their job right now. We need to fix this, and fix this fast, and the job is HUGE. Mass layoffs are not firings. Temp, contract or probationary employees do not fall under civil service protection and can be terminated at will.
Entire departments within the various government agency bureaucracies have been eliminated.
Along with those departments being eliminated every job within that department ceased to exist.

Whose rights is he restricting or denying? Is he putting people in prison without due process? No, he's simply firing poor performers.
