I am doubting this is reason for summons. You don't need flag officers to implement this type activity. In fact, they are just the officers you don't want playing in this type game, is my opinion.
They need to be prepared for deployment. Especially as it spreads to other large cities as we expect.

You don't need 800+ Flag Officers, their Senior Enlisted Advisors, and all their Senior Staff Officers for a meeting on this, especially when the meeting is after a Presidential Directive.
