Also, I forgot to point out that when his home was raided and he disappeared he was writing a book about Joe Biden and his administrations failed withdrawal from Afghanistan. It's obviously unknown if that has anything to do with his disappearance. Hopefully time will tell
GMRS systems are good for pretty good range. There is a nationwide network of privately owned repeaters that can be used and won't immediately be shut off from the government. As long as they repeaters have a power source and haven't been damaged from an EMP blast, they'll transmit.
