I'm in NJ (sort of Central/South), coastal area, and the air traffic has been noticeably quiet lately. Except for a few very loud planes in the evening. Guessing they're military, but not sure. They sound really fast.

That's only the movement you can track, there is a navy and AF base close and there's hella movement and I I haven't gotten a delivery going on base in like 2 or 3 weeks at this point

Yeah, lots of Blackhawks up recently. Then there was one of those single-engine recon/Intel planes that used to be used by the CIA/currently used by the USAF flying up and down the California coast, as well as a drone off the East Coast.
Also the other day I saw a small French military plane & French fighter-jet fly down through Canada and over Michigan (still haven't heard of any possible reasons for this one) about an hour apart from each other.
Not trying to sound crazy but the other day I swear I saw a backfire bomber fly through. I tried getting a picture as it was flying slow but it turned and dove Behind the mountains. It was definitely in Nellis airspace and I told myself it could be a flying museum piece and I don't even know if the backfire is still in service.

I do not know. It's a convention - not a hard and fast rule - that if the flight bears the POTUS, that it is listed as AF1 as the air traffic control call sign. There are many reasons, however, including security - that "AF1" is not used.
That said, if the VC25 with a tail number of 2-8000 is aloft, there's a pretty high probability that Biden is NOT aboard that aircraft.

P8's, drones, slow orbiting turboprops, T38's all hanging out around the mouth of the Chesapeake. Anyone have a clue what's going on?
P8's train and do some ASW work off the coast on a regular basis. They work with Carrier groups also and I think there are a couple off the coast. Would depend on the slow orbiting turboprops A/C type, but P3's do the same work as P8's. T-38's are a head scratcher but Navy Pax River is a test facility and as I recall used T-38's in the past even though they are an Air Force training aircraft normally found around Air Force training bases in the south. Any number of missions could be going on and normally are, regardless of our current issues.
That's correct. Pax is home to that MQ-4C and the P8, both test aircraft. They aren't doing operational missions. Test flights of some sort. T-38's are often used as chase aircraft to follow the aircraft flying test flights and capture imagery or observe behavior externally I assume. Also use F/A-18s and some smaller Cessna type jets.

U2 over SoCal, and a Q4 unmanned craft has been tooling around the East coast, from DelMarVa to S Carolina. Q4s aren't based out of any East coast AFB.
That is an MQ-4C US Navy off the coast of NC, VA and MD. It's a test aircraft, not attached to an operational unit. That P-8 that was mentioned is also a test aircraft. Both out of NAS Patuxent River, MD doing test flights.

I live near an international airport so I am used to air traffic sights and sounds. I also have lived in eastern mountain areas in the past and have had plenty of military jets fly over just above the tree tops. So. . . A day or two ago I heard something I have never ever heard before. It was something very quiet that sounded as fast as a jet. It didn’t sound at all like a jet. I was inside so my judgement isn’t perfect to judge its height but it didn’t sound like it was very high. It was positively the strangest sky sound I have ever heard! Any guesses on what it could have been?

No ripping sound. No thrusting sound. Maybe more of a zoom like sound. It was a very smooth sound. The quietness and speed of it was so unreal. It didn’t seem possible for something to move that fast without any muscular sound to go with it.
