He might be referring to farmers who have been bribed with $$$ or threatened to cull their herd (to manufacture food shortages). I remember hearing about this last year during the shutdowns.
My thought is, the farmers would not cull their stock so "They" shutdown the meat packing plants. This, gave them the results they wanted.

Best endorsement I can offer for it is that my Marxist local library director refused my request that it be added to our community library inventory. I hope many people will read her book.
