Nowadays, as long as you don't literally rub your bare feet on the floor and touch a sensitive component (and even then, to some extent) or drop components beyond a certain distance, you'll probably be okay.
My first personal PC build I had some very expensive components, I dropped the CPU on the pins (that scared the shit out of me) I jammed my screwdriver into my motherboard like 6 times and I had a lot of trouble putting my heatsink on for my CPU fan. Also, I had to yank my GPU from my other PC because the GPU sag from my old GPU bent the PCIe slot.
Still hit POST and tested error free and ran like a dream.
After you get your first scratch build out of the way, you'll be a lot more comfortable with future builds and maintaining your own PC.
My parents have a cheap set of computer tools in a black zipper case, maybe from Harbor Freight, I can't remember. It includes a wrist grounding strap.
Grounding wrist bands are probably the best thing you can do for your first build to help put your mind at ease.
iFixit's kits (or at least, Pro and above) always include one, because if you aren't being mindful of what you are standing or sitting on and remembering to ground yourself before fidgeting in the case, that wire could save the life of your components.
It's a good skill to acquire, and if everyone knew how to do it they wouldn't ask all their friends or families to do everything for them instead of being self sufficient.

Threadripper is meant to be a computing beast. It's a high power cost, high performance CPU designed specifically for complex computation.
The 3770K back in..what, 2012? Wasn't the same product level, first of all, and second of all was geared towards enthusiast gamers who wanted to overclock even though it cost them a premium over the normal model.
It was a good CPU for its time, but it wasn't intended for the same use case as the threadripper so it's a really bad comparison.
Get an Asus! I bought the Tuf Gaming A15 from Costco at a great price. The thing is loaded w great gear, has optional upgrade slots, and runs like a stallion

Nothing is stopping anyone from buying an MSI with a Platinum efficiency PSU, nor are they stopping the sale of PSUs for you to build your own.
The insane prices of graphics cards has put a lot of people off buying high end machines, some cards that sold for $700 now sell for $2,000 and upwards.

I love my threadripper but it pulls 190w at idle. My 3770k only pulled around 50w at idle. (Both at the wall full system measurements).

I went from a 3770k to a 1900x. I only bought tr4 for the pci-lanes.
However, all x86 have rather high power consumption. My 2020 macbook pro has half the battery life of the m1.
When I was mining eth with the tr4, I was pulling 900-1000w from the wall.
My guess is the purpose of this legislation is to limit high energy mining, which tends to parallel premium gaming rigs.
