Think back to Bush, Obama and Trump. During pivotal moments when shit is going down, they are always surrounded by people in a conference room, wires and laptops all over the fucking place. Think about the famous Obama killing bin laden picture, or Trump and his whole squad of generals.
They were in charge. They were making decisions, and they need input and recommendations, and that’s just how the military works. Senior officers in major commands are rarely ever actually alone. And what command is bigger than the CIC?

We didn't have three channels until the 60s and never had a remote. The remote was my father telling me to go change the channel. He didn't have to say which one, as there were two.
My mother's cousin had to have the latest stuff all the time, and he had a remote that used ultrasound. The problem with that is if you jingled some keys, the TV would change channels or turn off. :)
We HD a Motorola TV that had a remote that used air frequency Cy through a tube. ND YES, jingling keys would change it.

My dad got an antenna, prior to cable, to pick up the channels, but you had to mannually rotate the antenna, depending on the location it was broadcast from. He had this tuning fork type "clicker" that would do a high-pitched "ping" that would change the channels, but only in one direction, one at a time, so it would take about a half minute of clicking to get back to the channel you started with (and if you changed the channel, you might have to rotate the antenna :) )

The clock is wrong, and the “leader” of the greatest nation of the world does not have access to correct time readings.
Usually these types of clocks are connected to a central time server(with multiple redundancies), and my guess is that the entire USMIL is using the same servers to be sure they’re all synchronised. For the clock in Camp David to be wrong is highly unlikely.
I’ve worked 20+ years in an operational environment where correct time readings are a matter of life and death. For the “leader” of the free world to not have correct readings are not on the map.
So number 1 is imho, the most plausible scenario.
Except you forgot something: London goes into DST from 31 Oct to 28 Mar. Moscow does not. During DST London is 3 hours behind Moscow.
