No joke, 17 is the most prominent number being used in articles. 17 states, 17 months, 17 dogs, 17 everywhere.
Seeing numbers everywhere is simply a result of caring about any specific number. Your brain pretends it's significant and ignores numbers you don't care about/have no reason to notice. So you only remember "all those 17s" or "I keep seeing 91 or 82 or whetever everywhere" and ignore all the countless other numbers that you read.
That's not to say 17s in certain contexts aren't relevant (like anything surrounding Trump or the military), but seeing the same number everywhere isn't as magical as we want it to be.
Kinda like how after you buy a car you start seeing it everywhere.
That being said, I think there is legit magically synchronicity happening with these numbers popping up naturally as well as with intention.

Could be, but I expect there will be a lot more than just declassified papers from these journalists. Like PV - there will probably be interviews, expense reports, internal memos, and private documents not part of government declas. We will see.
