This is a bill they "propose" for political points, knowing it won't make it out of committee or will not pass because their "opponents" will shut it down due to some unrelated polarizing amendment.
They feel the heat, so they're trying to make the law so they can say "see, we're not doing that, we're trying to prevent it."
This is especially effective when you know that republicans are doing the same shit. All this will do is turn the spotlight onto their insider trading instead of the dem's.

If I had to guess, and this IS just a guess... they're trying to get something in place so they can seem like the 'good guys' heading into midterms. They're desperate for a win, and they know that Pelosi's husband being unnaturally successful in the stock market, for a VERY OBVIOUS REASON is really shitty optics for them.
They just wanna save face and collect some brownie points by saying “look here everyone! You see!? We’re not corrupt! Look what we’re doing!” But they’ll find their even more legal workaround… like letting the uncles or cousins know while giving them a kick back
That's because trading stocks is not the main method they use for getting kickbacks, so this is something easy they can do to say "see we are fighting corruption". The main money maker comes from giving benefits to the companies that are owned and operated by their family or friends, or to the companies their kids are employed at, then they receive kickbacks from this. Multi-billion dollar contracts awarded to their buddies who do crappy work. Or like in Washington now they require porta potties if you are doing anytype of work requiring a permit on your home, even when the bathroom at the home works, the only reason for this I can see is chances are some politicians kid or friend owns the portapotty company! Shit like this is their goto method, its literally the entire reason they get involved in politics, stock trading is just the cherry on top so to say. Oh yeah and can't forget that they all scam donations for personal gain when campaigning too, have their wife or kid be the campaign manager. Anything of this nature is their true money maker.
Edit: There will likely be some type of loophole where they can continue to stock trade anyways, but mainly I wanted to point out that even if there was no loophole they likely wouldn't care.
