I was thinking that pens could be a marketing gimmick for getting out the vote. Have pens made with custom printing, hopefully from a local vendor, that play up the vote. Then people bring their special pen to the polls when they vote. People can be there at the polls to hand them out as well. Not only does that solve the problem of the sharpies, it also brings attention to what they were trying to do. It could be used as a fund raiser as well. Just an idea.
What have they traditionally handed out in prior elections? A cheap black ink pen. Something that cannot be erased and does not bleed through the paper. It is really that simple. People have gotten conditioned into being handed a pen when they go to the polls. When handed a sharpie instead of the pen, they just assume that the sharpie will work - even though their gut tells them something is not right. I think as long as people are a certain distance away from the polls, you cannot be stopped. The key is to get the word out anyway possible. But having volunteers handing out pens is good. Anything to take a few votes back from them.
