People use tinted license plate covers to "protect" their license plates. If viewed directly from behind you can read the plate number, but off-angle viewing depends on the intensity of the tint. People can get fined for obstructing their plate but I guess it depends on the cop.
I know this sounds like a radical idea but tear the paper off of the plate and take a picture. Most criminals are cowards; he probably won't stop you. Or follow this guy until you get a chance at a red light to tear it off. Or, follow him home.
