For people who live far away and have to visit on business, plane tickets and business hotels here aren't that expensive.
If you're visiting for sightseeing, then you'll still be coming here to DC, because all the federal buildings, museums ,historic houses, cherry trees, and Potomac won't be moved with the politicians.
