Trust me when I say overtime hours are NOT productive. For the business or the employee. They could hire seveal additional employees, work them no OT and have money to spare. It's bigger than that. To save money, the cities/counties have skeleton crews, so when there is a fire, its mandatory work for everyone. It not only costs more to work people overtime than just having more people to start with, and it also leaves just a few people at their home stations to deal with emergencies at home. And in fire season, a lot of areas will go up while the majority of the crew is away at another fire. I think they rely on emergency funds to pay for it.
To make up the shortfall of people, CA also uses prisoners as slave labor at like $1 an hour to help fight fires. To be fair, the prisoners are volunteers, but they risk their lives for no real reward. So "real firemen" get $100k in overtime to fight the big fires, felons get enough to buy lunch at Olive Garden. Felons can't be "real" firemen when they get out of prison, so its not like on the job training.
And then lets talk about how CA is a hot mess when dealing with the fire damage... FEMA gave Newsom a bunch of trailers for the fire victims to put on their property to live in during rebuilding. Newsom instead gave them to the chronically homeless, who can't use them because you have to have a permanent place to park them. That left the fire victims homeless while the trailers sat unused.
Newsom signed a bill making it so that the energy companies that caused some of the fires don't have to pay for the damage, and the insurance won't cover it because the energy companies are responsible.
Many counties have changed building codes so the homes can't rebuilt. Rebuilding has been a nightmare for the for victims.
My neighbor isnt a fireman or in California, but my lineman friends get paid overtime like that when they go "storm chasing." So that would make total sense.

Not to mention the "trauma days" firefighters get with pay after responding to a fire. It could be as simple as a shed fire but they still get days off with pay to recuperate. Same thing with bad auto accidents they respond to. Learned this from 2 firefighters. One a Dallas firefighter the other an Amarillo firefighter. Not impossible to happen. Top guy... his overtime rate is roughly $90/hour? 56 hour work week. Work approx 122 days/year. That leaves about 244 days available for OT. At $400k thats 4444 hours worked. Roughly 185 days. Reminder: most firefighters work 24 or 48 hour shifts.. not 8-5. It is entirely possible that guy worked 307 of 365 days that year. If a spot is vacant(and LA City and LACoFD has a lot of openings) someone has to work it... be it voluntarily or then forced.
There's usually some rule about overtime starting when too many hours are worked in a given period (e.g. after 40 hours in 7 days) or too many continuous hours are worked in a single shift.
It looks like one major reason they do shifts that way is because federal law allows up to 53 hours without overtime per week, specific to firefighters and possibly other government staff. The 24 hour schedule apparently gets station managers the most out of this arrangement.
Outside of that.. there really doesn't seem to be any sense in it at all. Kelly days. Rotations. No ability to scale to peak and off peak times. Allowing sleeping on shift. It just looks antiquated for no good reason.

If they are self insured... they can claim health benefits cost whatever they want to say. So they often inflate those numbers to show better "compensation". Example... say health benefits really only cost $250/mo.... dept will say it costs $1000. That will show up as "pay".
Meals, perhaps. Some contracts may provide for meal pay if working a certain amount of hours in a day. At least that would be the case for the Fire personnel with moderate amounts.

The director for the dept of health makes 191k/year. The second highest paid county or city worker is almost 50k less, and if I recall is the prosecuting attorney for the city. The director also received a nearly $70k bonus for 2020/2021 of course.

There are only 2080 regular fulltime hours in a year. 52 * 40.
Firefighters in CA work 24 or 48 hour shifts. 56 hour work week. Most FDs have 3 shifts. They work 4 solid months at a station per year.

Depends on the MOU for the dept and city/county. Most FD has salary Assistant/Deputy and Fire Chiefs. Below them typically is OT eligible.
