The reason for this is that they wanted to make sure there were no dual loyalties in the office of President. The only exceptions to this rule were the people who were alive at the time the Constitution was adopted. After they died off, this rule has been a requirement.
In Obama's case, he was likely not born on US soil, and more likely born in Kenya. This is what his grandmother said, and is why he never did produce a real birth certificate. He only produced digital image on the internet that looks more or less like a birth certificate, but never produced a certified paper copy. And the woman who was in charge of the birth certificates in the Hawaii government at that time died in mysterious way shortly after.
