Not only this, but this is the captain of the USS John McCain:

I was in USN decades ago, but never used a rifle or even a sidearm. Not even in basic. The day they handed out the M-1 rifles for drill practice I got transferred to battalion HQ. Still, all those years aboard ship I never saw a sailor using a rifle. We had Marines for that.

Back in maybe 2001, while i was active in the Navy, we were doing a training scenario where missles were inbound. Some brand new kid (first deployment) started panicking and crying after the first imaginary missle missed and to continue to brace for inpact. Same kid mispelled maverick on his hat. Point i am making on this one kid is the navy has been in decline for a long time.
