Now personally, I don't think there was any text in the card they pulled out of the envelope. Here's why:
Reaction time. Jeb and others react WAY too quickly to have read even a short sentence.
A closer look ... Cankles views it, then holds it closer to "zoom in" for details
Only a photo would have nearly instant, without delay, impact when viewed for only 1 to 3 seconds (E.G. - Jeb)
Only a photo could convey such an outlandish, highly concentrated message strong enough to be taken seriously AND generate instant rage (Laura)
As to what Q refers to in terms if "countering", we can only speculate... but spidey sense and logical thinking tells me it was a photo... I'd imagine it was Sr in some compromised position or situation (possibly with other bad actors) indicating he was caught red handed.
