Elon was searching for the "woke_mind_virus" and found it "locally" (himself?, X?) and it has been removed.
traceroute a command that follows the path across a network from one address to another showing the hops and timing in between each. This is used to troubleshoot network issues.
127.0.0.1 is a special IP address that refers to the local computer or device. It is known as the "loopback address" or "localhost".
rm -rf - this is a linux command used to force delete files or directories recursively.

That's the memetic message. Reading more in to it, is like (imo) hearing someone speak German, thinking you recognize some of the words because they sound like English, and then thinking you can extrapolate what the speaker is saying based on your English knowledge.
Either its a cryptic message for those (and only those) who specifically know the actual context, or its a memetic post, intended to send a signal, the signal being:

Assuming that one human = 1 user, I think he means the country, as in,, 127.0.0.1 is the home network (homeland), and the IP He mentions is generally considered the beginning of the DHCP range for an internal network.
That's not how the 127.0.0.0/8 IP addresses work. Every address in that range loops back to the computer the network card is installed in. If you set your DHCP scope to that range, every network request will be loop back to your computer. Might as well remove the network cable and disconnect the wifi. Valid IP ranges for internal networks are 192.168.0.0/16, 172,0.0.0/20, and 10.0.0.0/24.

rm -rf wouldn't work in this case as they didn't specify a target.
The whole metaphor is a bit broken as it mixes files with routing. woke_mind_virus isn't a proper domain so you can't traceroute it (unless it was defined in /etc/hosts or something). You wouldn't delete a remote host with "rm -rf" (that's for files).
I think it's just a fun way for Elon to say he's done a bit of self reflection and found some residual woke virus within himself. Wonder if it's on the Israel thing or something else?
I suppose a higher interpretation of this could be that if you find the woke mind virus in yourself, you need to "clear out all files". A total system reset is necessary and you can't trust that any data is valid.
