They will force Trump to recess Congress and then do recess appointments, although this process would be fraught with constitutional challenges to SCOTUS. Probably what he always expected to happen regardless. The deep state knows they are screwed when all the appointees are in place.

The GOP-controlled Senate may be poised to sink Tulsi Gabbard’s confirmation for Director of National Intelligence (DNI) without an outside soul knowing how they voted.
As The Gateway Pundit previously reported, Senator Susan Collins (RINO-ME) may derail Gabbard’s confirmation as DNI due to concerns about Gabbard’s stance on Section 702 of the FISA which gives government permission to spy on supposed foreign targets without a warrant.
Gabbard previously proposed legislation to repeal section 702 due to the government violating the Fourth Amendment by abusing the warrantless spying program to spy on American citizens. She has since tried to reassure senators on the matter.
As a member of the Senate Intelligence Committee, Collins holds considerable power. Gabbard cannot afford to lose one GOP defector since the vote is split along party lines at 9-8.

Exactly. Collins will never vote for Tulsi. Everyone should be prepared for Tulsi to be voted down. I don't see her getting more than 5 votes. Even if the committee decides to pass her on to the floor vote she stands zero chance of passing with Murkowski, Collins, Mcconnell, and Graham. That result wouldn't even be enough for JD to vote in a tiebreaker.
The only chance Tulsi has is for the RINOs to understand that we the people now know how to get our choices elected - which means we can get them "unelected" the next time they are up for election. Many of the really bad ones are up for reelection in 2026 and 2028. That gives us time to find candidates to primary them.
