Let me share my first hand story of Lottery Fraud. Years ago, a connected friend told me that when the lotteries switched from bouncing balls to pseudorandom number generator algorithms, it was a scam. That now some Winners were given the tickets and told to keep some and put the balance in an offshore investment firm and then never ask about the money again. I thought this was BS UNTIL, I had to help a "businessman" fight a Tax reassessment. He won the lottery and Revenue Canada did an audit on his spending. So I contacted the lotto company and got confirmation he won. That's when he told me that he was given the lotto ticket. He died last year, so I'm not betraying the confidentiality agreement between client.
Whatever firm they are instructed. It's not always the same. It is a form of money laundering because the people who gave him the ticket were known for a particular activity that involved lots of cash..

I know 2 people IRL who won one of those "win X amount per week/month for the rest of your life" lotteries. They're both white trash bums who immediately quit their minimum wage jobs and decided to "live out their dreams". One of them lives in a single wide and works as a "DJ" on the side on the weekend. You can't drive by his house without the noise pollution rattling your teeth. The other one ended up becoming a drug addict and put themselves in so much debt (thinking the money was never gonna stop coming) that they're even poorer now than when they started.
There's also verifiable claims of plenty of conservative people winning the big lotteries. For example, there's an infamous case of that guy in west virginia that won like a half a billion dollars or something, and was the dumbest person on the planet with it (kept a brief case with half a million dollars in his truck just cause he could), and ended up ruining his life because he was stupid.
On the opposite end of the spectrum, one of those billion dollar lotteries was won by some conservative guy in california who when asked about his goals, said it was his goal to become the first "lottery billionaire", since he didn't actually get a billion dollars, and was working with his financial advisors to maximize his investments. He was also part of some study that showed that people who won the lottery were more often conservative, or at least shifted to being conservative AFTER winning the lottery (which makes sense, if you have millions, you don't want the government taking it all from you).

The "shady business" isn't in the grand prize, it's in the TENS TO HUNDREDS OF BILLIONS of small prizes that go unclaimed, and the states just get to keep. I think it was a 50 50 deal with people for and against the lottery and this was a once a week drawing. It was amazing how heated the debate was. Anyway, the state claimed they would use the net proceeds to fund the schools and we wouldn't have to rely on public funding and the schools would be well taken care of. So people got on board.
50 plus years later there are scatch offs and multi drawings a week, plus the casinos and they keep raising taxes for the schools. They also didn't have state income taxes, now they pay about 5% slowly creeping it up from where it started at 3%. Where the heck is all that money going ?
Since large payouts can be made without any normies questioning them "because anyone can get lucky and win", it would seem logical that lotteries have been rigged and used for large payments things services rendered, like hit jobs. Also, with all the money at their disposal, it's easy to simply pay off anyone who gets serious about filing a lawsuit against the lottery for any reason at all.
It's interesting to note the locations of the stores who sold the winning tickets, and wonder if the winner picked it as to not arouse any suspicions and make it again seem like it could happen to anyone.
