edit: I have to admit that, considering there are many suggestions in the realm of conspiracy that there are crimes being perpetrated on children YOUNGER than 14, that the phrase "as young as 14" is promoted as a firewall against the suspicion (in normies) that something much darker is happening.

As to that specific age, when I was 14 (in 1962), we would have laughed out loud at the idea of us being "too young" for sex.
