Ryan was a co-author of the "Hughes–Ryan Amendment" which passed in 1974(4 years before Jonestown) which required the president to notify congress on covert CIA operations. Ryan had a reason to go to Jonestown and it wasn't to help people who wanted to leave- it was to evacuate whistleblowers and then blow the lid off the whole thing and expose the CIA.
