I'd heard that Taiwan is where the real big money rulers of China actually live as well. They can enjoy their wealth and more freedoms in Taiwan but still remain close enough to keep tabs on their operations. In China they'd be targets of their own party rules and would have to explain themselves, better to stay unseen and separated by water from the unwashed masses.
