If this theory is correct he would be a double agent. Used to work for the bad guys, pretending he still does. In my opinion his job was too important to leave to chance of him doing "the right thing". Considering he put nancy on hold and told her to screw off on the 25th, it's more likely he is a white hat or white hat controlled.
