We'd be able to accurately determine if this is Killary or not by looking at this Killary's tongue. You mentioned Kuru, so you must know about that giant freaking hole in the middle of her tongue due to eating so many human brains and the Kuru is deteriorating her whole body. We know she has a body double but it's unlikely the body double also has Kuru, to ensure that the body double remains as healthy as possible and lives as long as possible when the real Killary keels over.
So if this Killary in the picture doesn't have a hole in her tongue, then it's the body double, and the real one is either dead or being held somewhere. If this Killary in the picture does have the hole, then we know for sure that the witch is still alive.
It is my simple opinion that the real Killary is alive and well (as well as someone with Kuru can be, anyway), and that she hasn't returned to her homeland in Hell yet. Also, it would be nice if she really is still alive, so that we can witness her hanging in person.
