IMHO...A is far enough away from E, even on the tiny phone keypad, that it is likely not an unintentional typo if done by hand.
If he instead spoke the words, idiot-software could easily be expected to insert the more common word "rained" for "reined".
Reigned, he also forgone the G, which he would know how to spell. And any of the letters surrounding it makes all three of my programs auto correct to the proper spelling.
Reigned means the tenure of a monarch, reined the control mechanism for horses, rained being liquid precipitation.

No. Not even close. People use "rein" and "reign" in error all the time and seem to think they mean the same thing, but no. They don't.
"Rein in" is an expression that's always spelled the same and means to put limitations on, restrict, hold back, or restrain. It comes from the word rein, the leather strap attached to the bit that's used to control a horse.
To reign is to be a monarch; or to administer or rule as over a kingdom; or figuratively, e.g., "Jeff Beck is the reigning king of the electric guitar."

No - in this context, the correct word is "reined." Comes from "reined in," as when riding and controlling a horse.
"Reigned" refers to a monarch on a throne. It would be the wrong word in Trump's post so that's why he didn't use it.

It's not uncommon for you to make this typo if you are a speed typist, though.
Not because of accidentally hitting an extra / different key, but because of your brain moving too fast to autocorrect the choice.
I can very much see someone typing "rain", being too far past the word in their thoughts to notice it, and posting it.
