There's MUCH more to this situation than most people seem to realize.
There is a second exemption that is also always in play. It's called "lifetime (estate and) gift tax exemption". Short version (from Charles Schwab) is:
"The IRS allows a lifetime tax exemption on gifts and estates, up to a certain limit, which is adjusted yearly to keep pace with inflation. For 2021, an individual's combined lifetime exemption from federal gift or estate taxes is $11.7 million. If married, the joint exemption is $23.4 million."
Why attack someone for pointing out the truth? Regardless of anyone's feelings about it or the morality of it, the IRS would absolutely consider this a tip even if it was called a gift.
The IRS knows exactly how much sales are credit card vs cash from the restaurant's point of sale. When all of a server's tips come from credit card transactions (which are automatically claimed), they can be red flagged.
I'm sure many who get cash tips don't report or under-report them. This might not be a problem for you until you're audited. The IRS knows that people in professions who get cash tips often under-report, and they have a number of ways to flag them, tools and reports to determine what they likely did earn in tips, and penalties to apply if they determine under-reporting: 20% for negligence, 75% for fraud, or even criminal charges in some cases.
I'm not defending the IRS, just saying that they have sophisticated tools and methods for identifying those they think have underreported.

I just assume the reporting of cash tips is under reported, so I try to leave cash tips ever since waitresses at our favorite Chines restaurant said that the owners took a cut of their credit card tips! I will definitely leave a note with my tips in the future!
I see the point of this as dropping the thought of not following the herd into the mind of someone who could easily never have been exposed to thinking out of the box our government has built and programmed and led the sheep into.
Can it be directed to a specific party so they aren’t forced to divy out as most restaurants do now? I remember the day when you tipped according to how well someone did and they got it all, it wasn’t shared or put in a pot to be divided.
Great idea but unfortunately a lot of bars and restaurants declare and report for the servers based on their total sales, regardless if they're tipped or not.
