The kicker: If McCarthy fails on either of those promises, then he's out via the "vacate the chair" rule. So he MUST play ball.

The Senate has a say in all bills that are proposed, they can add things or delete things and then it will go back to the House for passage again. Even if a favorable passes both the House and Senate, then demented Joe has to sign it--he will never sign anything good for America/Americans. I hope I am wrong but I don't believe so.

It's essentially a no confidence motion that can be tabled, and then a vote needs to happen again to see if the speaker stays. In other words, if he loses the support of any of the 2016 who voted for him, he's out like a candle in a hurricane.
Question, is it only the members who voted for him, or does the abstained members count. Is it possible for McCarthy to get any dems to vote for him?
I'm not sure about this: does a vacate motion require a majority to pass? Or does the speaker re-need a majority vote to stay in? I suspect it is the former. Which would mean that dems could certainly vote against him, if a motion was tabled. Dems plus the right number of others (e.g. repubs) would give him the boot.
Either way, it's a big shift backwards for the deepstate, who gained and held control of the speaker position and blocked out the 1 member vacate motion option, thereby reducing the power of any people's representatives to apply pressure or keep the house to the will of the people.
All the rest is technicality. Essentially, it's a reversal on Deep State controllism, even if it's just one step.

I think your referring to the McConnell rule borrowed from the senate which states, “a politician must break every promise and oath within the first 72hrs of their election”.

This was all planned out in advance. These rule changes that McCarthy seemingly had to accept to get the Speaker job will end up being a BIG part of how we are able to drain the swamp. Now it should be interesting if the Supreme Court takes the Brunson case to address Title 28, 11th Amendment foreign sovereign immunity and whom is entitled to it. If they remove this for some state officials and politicians, it essentially means they CAN be subject to legal action both civil and criminal for certain actions taken during their service in office. It makes the oath of office a serious promise again, after those privileges were granted to them in 1966.
Most specifically I think not about the election questions Brunson has raised but about all the unfortunate business owners and others during the BLM riots who couldn't seek redress legally or were limited, because mayors and governors enjoy this immunity. When certain actions are taken or not taken within the scope of the officials' job that cause the people to be harmed or greatly risk such outcomes... when people in those offices lack the integrity and morality needed to keep them from making such decisions for political reasons... letting people get hurt and cities burn down just to make POTUS look bad... pandemic providing cover and suspension of normal rules....
When we strip our police of such immunity within the scope of their job, where difficult and life and death choices must be made in split seconds BUT still allow our political class to be free of similar consequences for life-and-death decisions...
Perhaps this is what they wanted to address all along and it is cleverly hidden within this case. I would wager that the fog of war created by the blocking 20 votes in order to get these rules enacted might be a similar procedure. It looks and seems like chaos but underneath there was an organized plan to get specific things done, which will continue to put the squeeze to the swamp and prevent them from getting back in power.

This entire fight was about the rules and the rules committee. He who controls the rules controls the House. And it looks to me like the Freedom Caucus, and President Trump by proxy, controls the rules.
Some of these folks have committed crimes. The rules will go out the window for some of these folks. They still have the deep state agencies behind them.

If the holdouts stick together after he's speaker, in addition to using the vacate the chair rule to hold him accountable, they could use it to simply halt Congress if they become too nutty.
