That was the Tony Rezko scandal. No bank would do that for you, split up a property so you could buy part of it, then get the rest of it later.
That is because they didn't have a lot of money at all. $400,000 a year salary for 8 years. Those homes in Hawaii and of Martha's vineyard cost over a million just to maintain yearly.

The former Shelby County, Tennessee criminal court judge talked about a variety of topics and current events.
