The Mutually Assured Destruction (MAD) was only feasible if full release is inevitable. If a single ICBM was released, this would result in retaliation. The retaliation isn't a single missile in response, it is full release. The initial salvo doesn't just hit the offending nation, it hits all our enemies. After the destruction, there is a secondary salvo that releases after a month or so. This hits areas where survivors may have hidden from the initial attacks. This is done automatically and with out human intervention. The concept is simple, if we are going to be destroyed, then no one else will be allowed to survive either. It is a lose-lose scenario that guaranteed no nuclear weapons could ever be used against anyone without the destruction of the human civilization.

If anyone buys this, I am concerned for their ability to be out of their homes without adult supervision. An operation like this would be severely compartmentalized with zero chance of leaks. Any person that had been read into this operation would not be in a position where their own safety wasn't guaranteed. They would be in a bunker somewhere, along with all the big players. No one would be allowed out of the area of control and no one else would have this information. All personnel within the bunker would be in complete isolation without the ability to communicate with the outside world. Any other players involved would have a tiny piece of information to fulfill their role, but the piece they would have would be small enough for them not to see the big picture. Creating a nuclear incident is high treason. All involved players would know this and information transactions would be fool proof, meaning no electronic footprint and any electronic communications would be encrypted to the highest level (TS). The weak link would be the command to launch nuclear attacks on Russia. This cannot come from anyone other than the President. This is not a retalitory strike, this is an initial attack. Even if they managed to blame Russia for bombing a power plant and causing a radioactive disaster, this is not the same as a nuclear weapons attack.
