One might suppose this could be relaxed once the eclipse is in progress and totality has been reached. I have been told that it is even dangerous to look at the sun at totality, but I can't credit it. The only thing you can see at that point is the corona, and the sky is brighter than that all the time, and we are in no danger from looking at the sky. "Look at it only through smoked glass." I have a hard enough time going out in broad daylight and being dazzled by the brightness.
Incidentally, there is a plot twist in the movie "The Four Feathers" (1939) where one of the characters (Ralph Richardson) goes blind in the desert from looking at the sun too much. (It is a great movie, worth watching.)
I have been reading people panicking because schools will be let out, or even closed that day. So many people will be traveling to these areas of the total eclipse!! Also, all the kids will want to see it, and families would probably pull them outta school anyhow to go to an eclipse event. I have friends traveling to other states to see it. We are where there is going to be 72% coverage, and that's good enough for me and my family. So I think these state of emergency things are being abused by the government for one thing, however it's because so many people are traveling to these places to stand in the dark for a few minutes

Adding - the eclipse is a spectacular natural occurrence and as a teacher, I would love to watch with my class, but the kids not wearing the special glasses/viewers correctly or acting silly while viewing and having the glasses fall off, worries me.
