I dont think living a year without agencies like FEMA, EPA, etc. could be any worse than what they have become. Make all the managers and employees reapply for their jobs under new system. The Constitution only allows the federal government to own 10 square miles around the capitol and naval ports, everything else belongs to the states and the people. Military bases in the US are to be leased from the states. When decommissioned the property goes back to the state with all development/improvements intact.
The Blue Ridge Parkway is shutdown every year during winter by Park Rangers. One of my favorite memories was driving and hiking the parkway to see the snow covered mountains with my grandfather and family. Now they lock the gates “to protect the public”. For about a year folks kept cutting the metal gates down when the park service first installed them but that didn’t stop them. They treat the parkway like its their house and not the peoples. Sad.
Until Congress approves, they'd be national territories run by marshals. But it would let Washington and Oregon merge, since neither state was approved before that time.
And for states with totally corrupt government, i.e. like California without honest elections in decades so effectively no state government at all, they'd probably be run like territories as well, like the South during reconstruction after the civil war. I'm sure there's plenty of states in that situation, if not all of them.

I think the country was hijacked around 1871, so anything Congress did after that would be reversed. A number of states may have to re-apply.
